Jiangxi Ruijin relies on smart street lights to seamlessly connect government business processes and create a pan-virtual urban management system

Jiangxi Ruijin is not only known as the red capital, the cradle of the Republic, and the former seat of the Chinese Soviet Republic, but it also holds the title of a green county in China. As a national historical and cultural city, Ruijin has been recognized as one of the national e-commerce into rural comprehensive demonstration counties and is among the top five civilized cities in Jiangxi Province. Beyond its rich "red resources," the city is also at the forefront of urban information technology and smart construction. Recently, Shanghai Sansi, a leading company in intelligent integrated systems with notable achievements such as smart street lighting, has partnered with several top tech firms. With a detailed innovation strategy, strong technical capabilities, and solid qualifications, the consortium successfully won the bid for the Ruijin (smart) digital city management project. The project, with a total investment of 51.43 million yuan, covers an area of 25 square kilometers. It follows the standards set by the Ministry of Housing and Urban-Rural Development, specifically the "City Municipal Comprehensive Supervision Information System Management Component and Event Classification and Coding and Data Requirements" (CJ/T214-2007). The initiative aims to build a smart city management system that includes Sansi's intelligent street lamps, along with intelligent data collection and analysis, smart parking, road illumination, night-time lighting management, infrastructure monitoring, wireless WiFi, and various other integrated systems such as sanitation, vehicle scheduling, waste transport, property management, advertising approval, and emergency command support. The project uses an upgraded public lighting system composed of nearly 10,000 intelligent street lamps with multiple functional modules as its core. This system enhances the foundational network for urban management, achieves hardware intensification in smart city operations, and improves the way urban infrastructure is managed. It optimizes the city’s overall management process and provides a platform for digitized city management, intelligent services, and online resource protection, significantly boosting efficiency. Additionally, the project serves as a model for urban informatization and smart management, aiming to seamlessly integrate government workflows with smart street lamps as the intelligent hardware carrier. It can be quickly implemented and completed at a cost-effective price, offering valuable support for smart city construction. Furthermore, it provides a reference for the top-level design of China's pan-virtual city management projects (Dachengguan) and similar initiatives nationwide. Shanghai Sansi and Zhongzhicheng (Suzhou) are leading units in the 13th Five-Year Key R&D Program of the Ministry of Science and Technology, focusing on "Key Technology and System Integration of Outdoor Smart Lighting." Shanghai Sansi's Smart Street Light system was awarded the first prize of the 2017 Science and Technology Innovation Award from the China Lighting Association, known as the "Zhongzhao Lighting Award."
