1. The north extension project of Daizhuang Road, the development and construction headquarters of Yancheng Chengnan New District has been approved by Yancheng Development and Reform Commission (Yanfa Reform [2007] No. 177). 3. Project Overview

4. The method of contracting the bidding project: labor and materials.
5. The main qualifications that the bid applicant should have
(1) Applicant qualification category and grade: An independent legal person with the qualification of construction of the city and road lighting engineering contracting level 3 and above, the applicant must have a safety production license.
(2) Project manager qualifications and requirements: must be the bidder. The unit has qualifications of three or more levels. 8. The evaluation method of this project adopts the comprehensive evaluation method (see the attached evaluation method for details).
9. The bidding project adopts the comprehensive evaluation method for bid evaluation. The bid evaluation committee established by the tenderer according to law shall conduct a comprehensive review of the bid documents according to the bidding quotation, project quality, construction period, construction organization design (including project manager test). A scoring system was adopted to generate three successful candidates according to the score. The tenderee shall be the winning bidder as the winning bidder recommended by the bid evaluation committee in the written bid evaluation report.
I. Review of opening and clearing conditions:

3.3. If the total amount of the project cost exceeds the benchmark price of the project project by ±30%, deduct 0.3 points.
(Measurement project cost evaluation benchmark price determination: take the arithmetic mean of the total amount of project fees for the corresponding measures of the valid bid price for the detailed review.)
3.4. The project code and project name in the list of engineering quantity list, comprehensive unit price calculation table and comprehensive unit price analysis table must be completely consistent with the engineering quantity list. If there is an inconsistency, deduct 0.1 points (accumulated no more than 1 point) The unit project number is incorrectly deducted by 0.2 points.
3.5. Each part of the project quantity must be reported as a comprehensive unit price. If there is a missing report, deduct 0.2 points (accumulated no more than 1 point).
(II) The quality of the project is 10 points and the basic score is 10 points: if it meets the national quality qualification standards and promises that the bidding documents require quality standards, the basic points are obtained; the quality standards required by the bidding documents are not promised to be scrapped.
(3) The construction period is 10 points and the basic points are 10 points. If the promised construction period is within the time limit required by the bidding documents, the basic points shall be obtained; the time limit for the construction period shall be exceeded.
(4) Construction organization design (including project manager test) 10 points

2. Matters not mentioned in these Measures shall be handled by the bid evaluation committee in accordance with laws and regulations.
