The mainland and Taiwan work together to promote LED standard work

On October 29, 2008, Mr. Wang Zhenghui, Deputy Director of the Ministry of Economic Affairs of the Ministry of Economic Affairs, Mr. Tang Yongqi, and Mr. Cai Wenbo, Manager of Taiwan Electronic Inspection Center and Mr. Ye Mingshi, visited the National Semiconductor Lighting Engineering R&D and Industry alliance. Secretary-General Wu Ling, Deputy Secretary-General of the Army and Director of the National Electric Light Source Quality Supervision and Inspection Center (Beijing) Hua Shuming and other visitors had cordial exchanges and talks with the visitors.

Deputy Secretary-General Qi Jun first introduced the progress of the work of the Alliance since its establishment. After several years of development, the alliance has grown from the initial establishment of 46 member units to the current 117, covering the backbone enterprises and institutions of LED upstream, downstream, production, learning and research. The work carried out by the Alliance mainly includes: participating in strategic research, providing decision-making reference for government departments; coordinating and promoting standardization, promoting the benign development of the industry; building a patent pool to protect the industry; creating a “research and development fund” to enhance technological innovation; participating in national major lighting Projects, promote demonstration projects; build China's semiconductor lighting network, build an information distribution platform; hold international exchange activities such as innovation competitions, international forums; actively expand international cooperation and expand industrial influence. Especially in the aspect of LED standardization and coordination, the alliance has achieved initial results and basically completed the construction of the LED standard system. At present, there are 12 national standards and 7 industry standards in the process of approval, which will be officially introduced soon. The alliance also launched in due course. The above-mentioned various work has been actively responded and recognized by the industry in terms of recommended technical specifications for "Integrated LED Street Light Measurement Specifications".

Deputy Director Wang Zhenghui introduced the work content of the "Standard Inspection Bureau" and the standard approval procedures. The "Standard Inspection Bureau" aims to provide a fair trading environment for goods, assist industry development and protect consumer rights, and follows the WTO/TBT principles to build a foundation for compliance with the international conformity assessment process, providing an environment for sustainable development of the industry and ensuring the safety of goods. Requirements; Formulate standards that conform to international standards, construct measurement standards systems that are in line with international standards, and enhance market competitive advantages of industries in Taiwan. Director Wang pointed out that the trip has two purposes, one is information exchange; the other is to strengthen mutual cooperation in the future.

Cai Wenbo and Mr. Ye Mingshi introduced the situation of the Taiwan Electronic Inspection Center. The Electronic Inspection Center provides testing and certification services, develops quality management and inspection technologies, improves product quality, promotes industrial progress and prosperity, and seeks public welfare. Over the years, the center has been committed to the research and development of testing technology. In terms of product testing, it has developed from general specification testing to product safety performance, electromagnetic compatibility, environmental reliability and communication regulations, and provides technical advice. In line with the policy advancement, the Electronic Center has become a product certification agency and a commodity certification agency through accreditation.

The "Standard Inspection Bureau" and the Electronic Inspection Center hope to strengthen exchanges at the macro level with the Alliance. At the micro level, they can cooperate on specific standards development, testing and certification projects.

Director Hua Shuming pointed out that the strategic thinking of the alliance in terms of standardization is very correct. Due to the rapid development of LED technology, the standard formulation cannot wait for the technology to mature and then start. The LED standardization process needs to "cross the river by feeling the stones." The standard-setting process can guide the development of the industry. The speed and scale of LED application in mainland China are very alarming. Therefore, there are also some problems. The alliance and relevant associations, associations, institutions and other cooperative efforts to build an LED standard evaluation system has achieved initial results. Taiwan has an advantage in the upstream of the LED industry. The mainland has a promising future in the application market. It has strengthened cross-strait standard cooperation, project exchanges and mutual cooperation. The LED industry has the opportunity to introduce standards recognized by both sides of the strait. From the perspective of future development trends, China has already had a certain say in international standardization organizations. If the two sides form a joint force, it will greatly help to enhance the overall competitiveness of the cross-strait industry and gain a place in the international competition of LED.

Taiwanese guests invited the Alliance and China Directors to visit the Inspection Bureau and the Electronic Testing Center at a convenient time to further enhance understanding and communication. The electronic inspection center also hopes to have substantial cooperation with the National Electric Light Source Quality Supervision and Inspection Center.

Secretary-General Wu Ling finally expressed the hope that the cross-strait LED standardization information exchange will be further enhanced, the historical opportunities for the development of semiconductor lighting will be grasped, and the cross-strait standardization process will be promoted.
