China's PV industry faces many challenges in expanding its international market


The rising international oil prices and deteriorating environment have made renewable energy an unprecedented priority, and the photovoltaic industry has become one of the fastest growing high-tech industries in the world as an important force in the field of renewable energy.

From June 23rd to 25th, at the seminar on trade standards for renewable energy and energy-saving lighting systems held in Shanghai, in addition to sharing the achievements of China and the United States in renewable energy projects, renewable energy development technologies are in China and The application prospects in the global market have also received extensive attention from participating experts.

Localization tasks are imminent

Solar energy has gradually become an important clean energy for the sustainable development of human society. Among the solar energy development and utilization technologies, the most favored by experts is solar photovoltaic power generation.

According to the person in charge of the Renewable Energy Development Center of the Energy Research Institute of the National Development and Reform Commission, as of 2007, the cumulative installed capacity of photovoltaic power generation in China has reached 100,000 kilowatts. However, China's per capita possession of resources is very low. In 2007, it was only 1.4 tons of standard oil per person per year, equivalent to 20% of the United States and 40% of the world average. In particular, there are few high-quality resources such as oil and natural gas. Last year, China's dependence on oil exceeded 47%. By 2020, this proportion may exceed 60%. This trend, coupled with the recent rise in oil prices, has made it even more urgent to develop renewable energy and localize energy resources.

At present, the raw materials of China's photovoltaic products mainly rely on imports, and 90% of the products are exported to Europe, the United States, Japan and other foreign markets. The domestic solar photovoltaic market is far from being formed. Moreover, with the rapid progress of the photovoltaic industry in recent years, its standardization process has lagged far behind the speed of industrial development.

Experts from the China Solar Energy Society believe that the Renewable Energy Law has been in force for two years, but it has not yet been implemented on photovoltaic power generation. So far, the power sector has not officially accepted photovoltaic power generation, and several photovoltaic grid-connected power generation projects in the western region have only demonstrated and have not produced benefits. Therefore, we should further study and improve relevant investment policies, price policies, and tax policies, promote the promotion and application of domestic solar photovoltaic technologies through policy support and project demonstration, and initiate domestic solar photovoltaics.

When talking about the export-oriented Chinese PV industry, experts at the conference said that for the products sold in Europe and the United States, there are strict safety and performance requirements, and corresponding standards have been set up, and special certification service organizations are required to Testing and certification to standardize the quality of photovoltaic products is currently the main challenge facing the Chinese PV industry.

Photovoltaic standards can play a positive role in the entire cycle of products from research and development, production to market. For example, the US security testing laboratory (UL) R&D engineer Ji Liangjun said, for example, it can help manufacturers speed up research and development, correctly evaluate different production processes, and improve product quality and safety. At the same time, manufacturers can also obtain advanced information on products and enhance their image and popularity in the market.

Get different country certification marks

The conference, jointly organized by UL and the National Institute of Standards and Technology, attracted technical experts and scholars from a number of authoritative organizations at home and abroad, including leading companies in the fields of photovoltaics and lighting.

Experts pointed out that all countries in the world are actively paying attention to the development of renewable energy. The related industries such as photovoltaic, solar power and lighting have a huge market, and they have become the focus of countries in formulating support policies and development plans in recent years.

As the world's first third-party testing organization engaged in the safety certification of photovoltaic products, UL has introduced UL1703, a safety standard for flat-panel photovoltaic modules, in 1986, becoming the first third-party certification body in the world to develop photovoltaic product standards. After that, the UL1703 standard was quickly raised to the US national standard, and the standard was approved by the Canadian government. Not only that, but UL also led the development of IEC 61730-1 & -2 standards that combine safety and performance to determine UL's leadership in photovoltaic certification.

It is reported that at present, UL is the only national certification body in the United States under the CB system with dual qualifications for certification and accreditation. It is issued by the IECEE-CB (International Electrotechnical Commission Electrical Branch Electrical Products Test Certificate Mutual Recognition System) certificate, which can be used by any CB. Accepted by the countries of the system, the certificate can be used to obtain the certification mark of different countries, which can greatly shorten the time of global certification.

Lai Lunhui, vice president and general manager of Greater China, said: UL has been in the Chinese market for nearly 30 years, witnessing the rapid development of China's renewable energy industry. In order to meet the growing demand, this year, UL will also establish a new photovoltaic laboratory in the country to continue to enhance UL's testing capabilities in the field of photovoltaics.
