The editor of the VR Network (WeChat public account: VR Platform) recently learned that the General Office of the People's Government of Jiangxi Province has issued a significant document titled *"Accelerating the Development of Artificial Intelligence and Intelligent Manufacturing."* The policy aims to promote the integration of AI into smart manufacturing, foster new economic growth drivers, and establish a robust framework for technological innovation across various industries. It outlines a comprehensive set of supportive measures designed to boost the development of AI and smart manufacturing in the province.
Among the key points highlighted in the document is the focus on developing AI products such as intelligent software, hardware, robots, delivery vehicles, virtual reality (VR), augmented reality (AR), smart terminals, and IoT devices. These will be prioritized within the first batch of provincial-level smart manufacturing bases. Additionally, the government plans to build 10 industrial smart manufacturing bases during the "13th Five-Year Plan" period. This includes supporting the establishment of Nanchang’s world-class VR center and Yingtan’s national IoT industrial base, with each receiving 10 million yuan in funding for public platform construction.
The policy also emphasizes the importance of building smart factories and digital workshops in key sectors like biomedicine, textiles, electronics, and automotive manufacturing. It encourages the integration of AI into agriculture, tourism, logistics, finance, and other industries, aiming to enhance efficiency and competitiveness through intelligent solutions.
To support these initiatives, the government will prioritize land use for major AI and smart manufacturing projects, expand special funds for China Manufacturing 2025, and provide financial incentives for companies investing in advanced technologies. Additionally, it will offer rental subsidies to enterprises located in AI and smart manufacturing zones, helping them reduce operational costs.
The plan also includes strategies to attract leading domestic and international AI firms, encourage technology upgrades, and support the development of local high-tech enterprises. Pilot programs for AI applications and smart equipment will be launched, with a target of establishing 1,000 intelligent workshops by 2020. Companies purchasing advanced AI or smart manufacturing equipment may receive subsidies up to 5% of the purchase price or project investment, with a maximum cap of 3 million yuan per company.
Innovation and R&D will be further supported through grants for national and provincial laboratories, research centers, and technology institutions. The policy also promotes market expansion, credit support, direct financing, insurance coverage, and tax incentives for AI and smart manufacturing companies.
Finally, it emphasizes the need to attract top talent in the field, offering funding, incentives, and flexible employment policies to ensure Jiangxi remains competitive in the global AI and smart manufacturing landscape.
