The municipal construction administrative department of the local people's government at or above the county level shall be responsible for the work of urban road lighting facilities in its administrative area.
The urban construction administrative department of the urban people's government may entrust relevant institutions to be responsible for the daily management of the road lighting facilities in the planned area of ​​the city.
Article 5 Urban road lighting facilities are state property. Any unit or individual has the right to stop, report and sue for violations of these regulations.
Planning and construction of lighting facilities Article 6 The planning, construction and renovation plans for urban road lighting facilities shall be incorporated into urban road construction, renovation planning and annual construction plans, and shall be implemented simultaneously. The urban construction administrative department is responsible for formulating the urban road lighting facilities planning and construction plan, and the urban road lighting facilities management agency is responsible for the specific implementation after being approved by the people's government at the same level.
Article 7 The urban road lighting facilities that need to be reconstructed shall be responsible for the preparation and transformation plan by the urban road lighting facility management agency, and shall be responsible for the specific implementation of the urban road lighting facility management agency after being approved by the urban construction administrative department.
Article 8 Urban road lighting facilities newly built and rebuilt in cities must comply with the relevant design and installation regulations, and actively adopt new light sources, new technologies and new equipment.
Article 9 The construction and reconstruction of urban road lighting facilities must conform to the relevant national standards and standards, and will be delivered after use.
Article 10 If the urban road lighting facilities invested and constructed by the factory (mine) or other units need to be handed over to the urban road lighting facility management agency, they shall report to the city construction administrative department for review and approval, and shall meet the following conditions:

(2) Provide necessary maintenance and operating conditions.
Article 11 The urban road lighting facilities that meet the above conditions shall be examined and accepted by the municipal construction administrative department, and the procedures for asset transfer may be handled after passing the qualification.
Article 12 The reconstruction and maintenance of urban road lighting facilities shall be arranged in accordance with the existing funding channels. Urban road lighting facilities in residential areas and old city renovations should be constructed simultaneously.
Article 13 The light poles in urban road lighting facilities can be divided into special poles and combined poles. Power poles and trolley trolleys that meet the conditions of urban road lighting facilities on both sides of the road should be utilized without affecting their functions and traffic.
Maintenance and Management of Lighting Article 14 The maintenance and management of urban road lighting facilities shall adhere to safety first and conscientiously implement various rules and regulations to ensure the integrity and normal operation of urban road lighting facilities.

Article 16 The following energy-saving methods may be adopted according to their specific conditions:
(1) Implementing time-sharing lighting according to factors such as pedestrians and vehicle traffic on the road;
(2) Reactive power compensation for gas discharge lamps;
(3) Adopting advanced power outage and power transmission control methods;
(4) Promoting and adopting high-efficiency light sources and gradually replacing low-efficiency light sources;
(5) Adopting energy-saving ballasts and control appliances;
(6) Adopting high-efficiency lighting fixtures and regularly cleaning the lighting fixtures to improve the lighting effect;
(7) Other effective energy saving measures.
Article 17 Any unit or individual that conducts underground or underground construction that may touch, transfer or dismantle urban road lighting facilities or affect its safe operation shall be examined and approved by the urban construction administrative department, and the urban road lighting facility management agency shall Responsible for its migration or demolition work, the cost is borne by the reporting unit.
Article 18 The safety distance of trees near urban road lighting facilities from charged objects shall not be less than 1. 0 meters. Trees that are not in compliance with the safety distance standard and affect the lighting effect shall be repaired by the urban road lighting facility management agency in consultation with the urban gardening and greening management department; the urban road lighting shall be caused by the force majeure causing the trees to seriously endanger the safe operation of the urban road lighting facilities. The facility management agency shall take emergency measures for repairs and at the same time notify the urban landscape management department.
Article 19 Any unit or individual shall protect the scene of the accident after the damage to the road lighting facilities, prevent the accident from expanding, and immediately notify the urban road lighting facility management agency and relevant units.
Awards and Punishments Article 20 The municipal construction administrative department shall commend or reward units and individuals that have made outstanding achievements in the management of urban road lighting facilities.
Article 21 Anyone who violates these Provisions and has one of the following acts shall be ordered by the municipal construction administrative department to make corrections within a time limit, compensate for economic losses, and may be fined not more than 1,000 yuan; if there is illegal income, he may be punished by 10,000 yuan. A fine of not more than 30,000 yuan per yuan:
(1) dismantling, migrating or altering urban road lighting facilities without authorization;
(2) stacking debris, digging holes and borrowing soil, constructing buildings and obstructing the normal maintenance and safe operation of urban road lighting facilities in the vicinity of urban road facilities;
(3) arbitrarily setting up communication lines (cables) or placing other facilities on urban road lighting poles;
(4) Using the street lamp power supply privately;
(5) stealing urban road lighting facilities;
(6) Deliberately playing and smashing urban road lighting facilities;
(7) Do not listen to dissuasion and suppression, illegally occupy urban road lighting facilities.
Article 22 Whoever violates these Provisions and constitutes a punishment for public security administration shall be punished by the public security organ in accordance with the Regulations of the People's Republic of China on Public Security Administration Punishment; where a crime is constituted, the judicial organ shall pursue criminal responsibility according to law.
Article 23 If the staff of the municipal construction administrative department and the urban road lighting facilities management agency neglect their duties, abuse their powers, or engage in malpractices for personal gains, they shall be given administrative sanctions by their units or the competent department at a higher level; if they constitute a crime, the judicial organs shall Be held criminally responsible.
Supplementary Provisions Article 24 The administrative departments of construction of the people's governments of the autonomous regions and municipalities directly under the Central Government may formulate implementation rules in accordance with these Provisions.
Article 25 Industrial and mining areas that do not have a town-building system may be implemented with reference to these Provisions.
Article 26 The Ministry of Construction shall be responsible for the interpretation of these Provisions.
Article 27 These Provisions shall come into force on January 1, 1993.
